Yes, I received the same message from a 'Mark Smith' asked me to call investigator 'Mark Cohen' at this same number. The number that showed on my caller ID was a fax line used by the Dallas County(TX) clerk of Court.

Yes, they called my cell phone told me I have a warrant affidavit to be signed by the county court. Person calling Alan Smith 303-659-1161. And it asked me to call Adams county investigator Mark Owen at 708-215-4746 before judge singed the warrant.
