Missed the call and called the number right back not even a min later only to have it ring constantly with no answer

I missed the call and when I returned the call
After about 6 rings another ring would continue
To ring after it. Finally someone answers fumbling
With the receiver and then heavy breathing never
Saying anything about 10 seconds. Then disconnected.
