This man is a scam artist. He calls himself Collins Putt and takes rental information from real rental sites and lowers the rental amount to attract a prospect. He cons people into sending him money for a house to rent.

Scam artist duping people by stealing their money by showing a property and fraudelent stating they were in charge and it was for rent at half the asking price. Taking their money and running. STOP IT ! If not I'll contact the FBI.
