Robo call. Keep getting them. Totally unwanted.

I received a call from this number. The person on the other end of the line said he was calling from DC. I am assuming this is the right area code. The gentleman spoke with a very heavy Indian accent . Promising me a free grant of $9600.00. The catch was I had to deposit $199.00 into the Federal Reserve Bank first and then that money would be refunded with the $9600.00. At that point I just hung up the phone. They gave me three options on how to receive my free money. 1. Give them my banking information, give them one of visa cards, or receive it by Western Union. They said I was chosen because I have always paid my taxes, bills on time, never had a bankruptcy , and never been in trouble with the law. I feel this is a scam because they wanted me to give them my personal banking information or a visa information, and then wanted me to deposit money in an account.

I got a call from this number 4 times over 2 hours. When I picked up they said I've been randomly chosen for a $10,000. Grant. I said no thank you, this is spam and the man started screaming at me in broken English.
